the way i heard it, probably an old wives' tale, is that it's because electric lighting was a thing before domestic power (for appliances and such) was a thing. so the lights came from one supply and the domestic power, if it was fitted, was a more expensive separate supply. either way, german bombs and the passage of time made it all moot anyway.

(the modern equivalent being, my parents' house was built in 1995 and was wired with two phone connections, one for the internet and one for landline phone use. one of course is obsolete now that broadband is a thing. i've no idea if they're paying two line rental charges or something these days, wouldn't surprise me)
