It's just a tandem breaker. It's for cases where the existing panel has no more spaces but isn't necessarily overloaded. As with any breaker, you have to get the proper one for your panel.

I fucking hate this. There are 11 breakers in my house that only connect to a single light bulb. They ran out of space at 8 and installed a sub-panel to put 3 more in. My bedroom also runs on breaker 4 and 17, and my closet light is breaker 29.
