They are probably just replacing the trees. They did the same thing in my city when they widened the sidewalks on a street. The side walk work was done to late in the year for new plantings, first thing next spring they took down the trees and planted new, just pulled a few bricks, cut the trees, ground the stumps filled in the bricks, took a day to do.

Saw at a clients house. Why yes that is electrical tape and a piece of wire. The owner was quite the /diy/er. I also saw thin strips of metal twisted around beams like an autism ribbon instead of joist hangers. It was in front of his door so I couldn't take a picture.
