If this switch says it's rated for 12V 20A does that mean it will work with everything UP TO 20 amps or that it has to be exactly 20 amps?

You missed the point anon. The basic understanding of volts, amps, and ohms isn't something an anon would intuitively know. A breaker rated for 12v 20a will work fine with a power draw of 5v 1a. An electric motor rated the same will not. Without a little education in the subject you'd never know why.
