The only way t hat can happen is if the box is plastic and 1 of the 2 switches have its grounds set to hot. Both screws should be ground.

This is one reason why people shouldn't use plastic boxes. Metal boxes are safer because you can ground them and you won't have this sort of extremely dangerous thing happening.

well, you can get cautious and pull the plate off to check for shorts , make sure you have a ground on the can for the switch. but it's probably nothing, and not enough power available to power a light bulb. just from you standing there, there's probably a hundred puffs from line to you and ten from you to ground. high impedance meters can see ghosts.

If you are reading this it means you haven't yet tried the "touch the live case" test. I do agree that capacitive coupling can do this but there's also a chance that this is really live , a safer way to check is to connect a lightbulb between those two screws , if it lights up it's not a capacitive couple , its a dead short between ac and gnd and you could die if you touch it ( technically live ac can't kill you if nothing else is wrong with you , but it's not worth the risk). If it lights up , pull the breakers and open the box , check what wire is on what terminal , if you have no idea what colors the wires in your house are disconnect every wire , turn the power on and CAREFULLY check the voltage between the wires , there should be a live wire a ground wire and a neutral , ground wire has continuity to any metal surface if ground is set up properly in your house , so you can use a continuity tester to distinguish between neutral and ground (a regular ac tester/screwdriver would work for all of this but i don't trust those at all , id rather use a multimeter with a diode test)

problem is when earth bus is not connected on main board, not even to neutral or local earthing system

I've seen this caused first hand in an almost identical situation-2 gang decora setup. The homeowner knew enough to get themselves in trouble. One was a single pole, one a 3 way. They didn't know any better so they put in 2 single poles and put one of the strap legs on the grounds screw ("the 3rd screw"). We get called out because the lights are not working right anymore.

You can get shocked, but just walking by and hitting the switches it is unlikely you will make good enough contact with 2 screws to get zapped.
