The unit is fan-only, but yes.

From what I have been able to gather by fiddling with the attic lights, he operated that one by screwing it in and out, since the pull chain must always be on.

The attic lights, the fan, the whole house fan, and for some reason one of the bathroom vents (which vents directly into the attic from a flex hose) are on the same circuit.

Bonus points on the whole house fan because because there is a second line that runs to the plug, meaning it gets 120 from the outlet it is plugged into (also an attic light, but an outlet built into the base instead of a screw in outlet) which is then combined with the 120 from the second light for the 240 the fan requires.

Forgot to add, the way the circuit is set up, the switch next to the switches for the rest of the living room operates the entire circuit, so at first glance the switch runs the fan (which has a pull chain), and this switch which appears to operate the fan must be on for the other fan or the vent at the other end of the house to function.

I believe the second line for the whole house/attic fan is from a pool heater which no longer exists, which explains why it is being run from the other end of the house.

They could have used flex hose, or turned the bottle 90 degrees so it wouldn't be in the way when they moved it. Besides, it's likely to cause a leak if you're pulling on one end of a flare or compression fitting while the other side is still tightened down, better just to remove both ends.

To me it looks like he would have been better off to orientate the "T" in an upright position, a copper tube setup like that is just asking to be knocked and snapped instead of knocked and bent (bent being preferable).

Yes "H" tanks are about 2000 psi.
Copper is correct but they should have used flex tubing like they did on the nitrous. They change the tanks probably about once a week and it's only a matter of time before the copper bends to the point of failure...
