See the bricks on the top of the openings? Normally you'd use an U-shaped block, pass a rebar through them and pour concrete into them. This works, but as you can see the only thing holding the bricks in place is mortar.

thats my thoughts, the bricks in the top are bound to come loose and fall over time. That channel isnt even straight through, its at an angle with the bottom going all the way in but the top isnt going in at all.

Those bricks are termed "Structural Clay Block"
Perfectly fine for load-bearing walls that are to be faced in plaster or brick- veneer.

Secondly, notice in the picture how there is a opening to the Far Left of the picture, and then to the right of the picture there is the "Window"

There is STEEL beam spanning from the far left to the far right of the picture.

The little bit of block work to make the column is not structural, it has to need to carry load as the STEEL Spanner Beam is carrying the load

The little column of block is only there to give a division between a doorway and a window.

Does it give a little bit of help to the STEEL spanner?
Sure.
It helps.
But it's not as if the entire structure depends on a little bit of 8 stacked blocks.

There is no steel there. What you are looking at is a shadow.

You see how smooth the surface of the mortar is on the underside of the window frame? But then does not span the depth of the frame and has rough edges? They had a lumber frame/profile/boxing up to run the blocks and then then pulled it down on completion.

The building isn't even rendered/jointed and you have such smooth mortar at that point and for what appears to be no reason.

I had a window and a walk through that was constructed with 6" cement blocks that had no beam in them and one of them spans 9 feet. The blocks won't just "drop" like that. Usually a crack will form and the block(s) will try and rotate their way out but can't quite rotate enough since there is another block/mortar right there.

Source: I actually live on an island with Brazilian style construction quality and we build everything out of cement blocks. A lumber structure is a rarity. I am also in the construction business so I see this shit all the time.

There was only rust left of the screws, and i wouldn't have expected that cable rots so much in a few years, i was able to pull the insulation off by hand... Amazingly the fail wasn't in that box, somehow the cable leading from the house to the box is defective... I always thought it was simply arc over from the bottom of the scaffolds legs to ground. The smoke seems to be coming from the leftmost leg and front right leg of the scaff, and does not appear till after all the bodies have detached from the scaff. This to me would indicating a change of current path away from one that flows via the workers bodies to one that flows via the bottom of the legs to the wet ground. Their bodies sliding down may have closed the gap at the wheels enough to allow the arc to strike.
