Depends on the application.
But since they are decent sized caps they are probably used in power filtering.
Smaller capacitance does a poorer job of it, and you'd get higher ripple current.
With the lower voltage rating and higher ripple current it's more likely to fail.

Yay. That actually made my night. I'm rather new to actually soldering smd stuff onto protoboards and that is very rewarding.
At least to me it doesn't look very sturdy. I have another 8 pin lm317 regulating voltage for indicator LEDs soldered deadbug style, but that's too small to take a good picture of. As for the chipping on the package, I got impatient and used the wrong sized plier to pull of the larger tab as I heated it, the braid wasn't wicking all the solder underneath the heatsink pad when I removed it. then the hunt for the two resistors to set 12V was rather annoying but it saves on size. The protoboard is the a bit I cut off from a larger circuit that I've kept.
