I want to build a soundproof room in my basement. I don't want to spend a fortune on soundproofing materials. I have access to as much rubber conveyor belt as I need. Would this be comparable to mass-loaded vinyl? Any input is appreciated.

Rubber belts are not comparable to mass-loaded vinyl because THEY AREN'T LOADED WITH EXTRA MASS.

Besides, how loud is this room going to get? That alone will define what kind and quantity of insulation you'll need.

Im not sure how well it works, but I know musicians who use egg cartons to dampen the sound somewhat.

They don't really help that much. They do help in reducing reflection of certain frequencies but the lower end of the spectrum will pass right through.
Basically egg cartons will reduce echoes.

the staggered stud plan is good. basically you need to decouple the walls of the room from adjoining walls, with an airspace between them.

did a soundproof room for a practice space (music) in a basement a few years ago. we did the whole thing on rubber blocks. imagine you build a box, that's attached to the floor ceiling and adjoining walls and outer walls (this was in a corner) only by a rubber coupling. kills the low frequencies, keeps them from being able to travel physically through building materials. lots of fiberglass in the wall space- but you have to attach it to one side only.

for a sound proofed room you need acoustic decoupling and soundlocks, its pretty expensive
