dig hole
lay concrete blocks on the walls and floor
add moisture insulation on top of concrete and then some kind of wool or sawdust
add wooden planks on the walls and floor
support roof with old railroad tracks

also you may want to dig a well for water and add septic tank also.

That's a shitty prison even for one person, if you're going to spend more than a little time in it.
What kind of situations you have in mind?

Next month we'll be reading a news article of someone who'd DIY shelter collapsed on them or killed by poor ventilation.

If you're looking for radiation shielding, take a look here for how thick different materials need to be to stop radiation. I would do at least 5 halving thicknesses.

12" of concrete provides the best cost effective protection again blast forces, as well as Alpha, Beta, and Gamma radiation.

However, there is also a mixed blessing:
By lining the walls of your shop with 5 gallons of water, you not only provide yourself with your drinking water requirements during the 30-60 day "cool down" period for the short lived isotopes, but you also provide shielding against gamma AND neutron radiation. Water is one of the best shields against radiation, since instead of blocking it, it simply attenuates it.
