For some reason I think this is the best place to ask:
How do I use this pump? I bought a house, this is directly above a full rainwater tank. I know I need to pour water into it, which I did, but I didn't get anything out of it. Do I need to pump it a lot longer? What is the little spout on the tube for?
Please help. My carnivorous plants need rainwater and the tubing that goes indoor from the rainwater tank is also leaking air somewhere so the electric pump isn't working either. I ain't gonna buy RO water when I've got 2000 gallons right here...

There's a good chance I'm older than you, smartass; and I've had to pump water when I was a kid.
I just don't know how to get one started, it hasn't been used in years probably. I pumped it for a few minutes and poured water down the top, but I don't get any resistance or sound of water doing anything.

Did you check water level?
If’s there any leeks on the pipeline you will not be able to pump water. So check that to.
Maybe some pipes are clogged.

If you can't get it to prime you might have to take the pump itself apart and check those flap/check valves and make sure they are working properly and not all corroded up around the edges making them lose their seal.

I got it to work for a little bit when I poured water in with the handle up, but it might as well have been the water I poured in that I got back out. Looked nasty too.

OP needs to check the the rod to make sure its is connected to the piston. And check piston seals and the valve. If they are worn and allow air to pass, then the pump will never work.
Use google to learn out to take it apart and inspect the seals.

Sorry, I wasn't clear, it's a regular pump, not a submersible.
I am indeed gonna have to get a submersible to empty the tank, clean it out, and check the tube that is going inside. I really hope it's just a broken return valve or something at the end of the feed, because if it's not, the problem is somewhere in the wall/floor...

4: open pump and check gaskets and mechanism for cracks and damage, replace as needed

Pull the hand pump head and put a shop vac on it. That’ll either let you know your tubing is fine or you have or had a clog.
Like other anons said, worn out seals or a clogged pick up in the tank since it does collect rain water presumably from the gutters.

Check the flapper valves all flap
Grease up the bits that don't touch the water.
Clean up and derust anything that touches water.
Is the tank filled?
Is there any air in the pipe or leaks before the pump head.
Fill everything with water

Do yourself a favor and ditch that fossil. Bosworth, known for marine pumps, make a delightful pump with GHS (garden hose fittings) as an option which you can easily replace that turn with. No more leathers to replace or rust to remove.

I bought mine mostly to prime my shallow wells after maintenance because it will prime one without water in a few strokes. My pitcher pumps went in the scrap pile. Check out their website too. Just forget pitcher pumps. They were cool 150 years ago. I've worked on many. Good riddance.

I have two wells so I discarded the pitcher pump from the non-electric pump well and replaced it with a simple ball valve hose bibb. I connected the Bosworth to test and had water in a few strokes. I then blew the air out and bagged the pump plus spares as my backup kit along with electric pump replacement fittings. I also modded my electric pump install with a (ball valve) hose bibb. I'm covered in outages and for maintenance. I have generators but I'm lazy and want total manual backup as an option. Now if a pump fails (every ~ 12 to 16 years) or grid power is out (at least once a year) I'm in no hurry to react.
