One of the prongs on my charger came out, and is stuck in the wall. Obviously I'm not retarded and didn't try and pull it out with my hand but I dont know how to get it out. I dont have electrical tape or special gloves or anything, please help

1. Switch off the breaker / remove fuse. If you don't have access to the panel, call your landlord since you're in an apartment.
2. Remove prong with pliers
3. If it's jammed too far in, just replace the outlet. They're inexpensive. Remember how the old outlet was wired and duplicate that config for the new one

There's no voltage, you mean.
In a normal circuit, there is definitely current through the neutral path, and it is equal to the current through the hot path. (If you don't believe this, put a clamp meter on the neutral wire and plug in a heater)

But the safe no-brainer thing to do is go turn off the breaker, then pull it out, then turn the breaker back on.
If you don't know which breaker it is, then plug in something that makes nose, then flip the breakers one by one until you hear it turn off. then LABEL the fucking breaker so you don't have to do that again.

Assuming you haven't flopped the picture, It's in the neutral blade, which is taller and the one that's supposed to be less dangerous. If nothing else is broken, that is. Even under ideal circumstances there may be current moving in the neutral inside the socket, to serve other loads. that also means the neutral isn't quite 0 volts in ideal circumstances. I have gotten impressive arc flash touching neutral to ground on a routine upgrade because something else was messed up that I didn't know about.
