A German company called Ackermann + Schmitt claim to have invented "angle grinders" in 1954. They are now part of FLEX. The tools themselves are no different than the standard angle sanders and polishers that had been available long before that. They basically took an angle sander, put a grinding disc in it and attached a guard. See attached. It is a page from B&D's 1949 catalog. I have one of these exact tools. I used it for grinding all the time.
