They sell LED strips by the foot. You could power them with a 9 volt battery. Not sure if you'd need a resistor, though.

Line the seams of the dogs vest with the strips. adjust the brightness of the LEDs with more or less resistors.

LEDs are pretty crap for wide-angle lighting. Additionally they have a high efficiency, but only in relatively small sizes.
EL tape doesn't really emit much light either. It glows, but doesn't cast much of any light.

The brightest-output lamp you could easily make would be a xenon gas-discharge lamp. You would have to strobe it tho, and the dog may not like that.

Next-down would be a halogen bulb--but they require a lot of juice to run. It would be way brighter than a LED tho.

The reflectors work pretty well really, for things like car traffic that will already have their own high-power lights on them.
As for finding your dog, there's radio collars you can get.

Well why don't you sell your dog and get a mobile light tower if seeing the area is the most important thing?

Why do you need to see the area around it?

If you want to see where the doge is then either led strips or EL tape is the way to go.

If you want to see what's around your doge then get a small handheld torch. You can get chink ones shipped to your front door for a few dollars.

EL is ok, but it's not that bright and definitely not water resistant.

ELastoLite is a step up. It's like EL, but they're water proof and I do believe you can cut the glowing material to make patterns. Again, not very bright but a step up from EL.

Finally, there's the good ole' LED. This is what I would recommend because you can buy LED strips for dirt cheap with a water resistant sheath and make/buy a small waterproof case for the battery and/or controller.

Oh, I forgot to mention you can make get something like EL wire called side emitting fiber optic. Completely waterproof (there is no current/voltage that runs the length of the light medium), illuminated by one led, easy to make/buy a water proof container for the LED and battery compartment.

LED strips already have resistors. They're typically powered by a 12V supply so 9V is conservative. It'll still work but won't be very bright.

OP, I'd go with a red LED. More efficient and probably more noticeable.

Doesn't matter if intensity is low. Dog is in a near zero light situation so even weak ass LEDs will be visible a half mile away (sorry, let's say a kilometer).

Alright, since you're going to be a nigger and shoot down every single fucking idea here is what you do.

Get a microcontroller, some WS2812 RGB addressable LEDs, and a battery source. Now you can adjust the brightness of the LEDs using a remote control, timer, cellular signal, hell even GPS. This way you can locate your dog anywhere after your boyfriend Mohammad gets done smashing your wife.

So the best color for a beacon would actually be green, especially if your surroundings will be mostly non-green (and you mentioned a snowy wasteland, so it should work)

To illuminate the area around your dog, the easiest solution is to look for a harness (or an add-on for the one you have) with pockets on his sides. Toss a battery pack and a small floodlight in each of them and you your dog turns into a fucking lighthouse.

And some 18650 cells (could be salvaged from old laptop battery packs) because standard size allows for standard chargers and battery holders.
If that isn't an option, 3xAA cells will do just fine and 3xAA battery holders are thinner.
You could probably stuff everything in two plastic "project boxes" (that's how they're called here in pizzaland) thin and small enough to attach directly to his reflector vest
