So the best color for a beacon would actually be green, especially if your surroundings will be mostly non-green (and you mentioned a snowy wasteland, so it should work)

To illuminate the area around your dog, the easiest solution is to look for a harness (or an add-on for the one you have) with pockets on his sides. Toss a battery pack and a small floodlight in each of them and you your dog turns into a fucking lighthouse.
