I think having all of the photos would be better if they were inside the heart (great idea, btw). Just have a note saying "I just want all your colleagues at work to know how special you are, so have a wack at this pinata I made for you and share your winnings around <3" It's a lot more shocking than everyone getting random texts/faxes/calls/ect. A lot less effort too, though I can understand the doubt if maybe she won't go through with bursting it open if she doesn't trust you. Maybe add some gravel in there to imitate lollies bouncing around in there?
