i have this urn style fountain that i want to repaint

pic related it's the fountain
it made of fiberglass or what not / hard plastic
&
has a flux finish on it
feels rough like sand

i want to repaint the black part so it's all new & shinny looking

any ideas on what the best kind of paint to use would be????
