There is a cemetery by my house that did this. People were shortcutting through the cemetery to avoid waiting for two lights, so they would wait until morning when people would start cutting through, and close both gates when someone cut through. Then the people would have to go all the way to the groundskeepers barn to ask them to let them out and get yelled at kek
