How tight the fitment is, depends on the H tolerance it is. For cheap taps its not going to specify, but its not going to be a tight tolerance.

Almost 99% of sets you buy at stores will be plug. Since they're the most 'useful' and harder to break.

Tapping fresh Blind Holes(holes with a bottom) in hard stuff you typically have a set of 3 taps. Start with taper, go to plug and finish with bottoming.

This is all by hand. With CNC/rigid tapping and shit it's become a hole new thing.
