Cool. So, the first step is to see what the authorities require. No sense going forward, to have officials demand you stop, or whatever.
Then, as mentioned, you’ll want to make one weather tight ( floor, door & windows, roofing) and trespasser proof.
Leave accommodation for plumbing and electric, which you install in stages ( rough-in before interior wall surfaces, get inspector approval, cover with drywall or interior planking, complete with electric and plumbing fixtures).
Like >1780095 said, and with breaking the plan down into steps, you and your dad can do this with time and/or money ( with more time to gather from salvage sources, you can save money, too
)
