Did you prime it first? I'd hit it with tsp, prime, and paint.

Otherwise you could try to scrape it off. And I said try. If you've never sanded a wall before this is not a good time to start... You'll be in for a bad time. Very messy.

I've had really poor luck fixing any part of a shoe with rubber cement. Gorilla glue was invented to build shoes... I've had much better luck with it in repairs.

That's not really repairable. It will break again.

That said, you could hand sew it back together, then make a 3" wide patch for back out of canvas or denim. Glue patch on underside with gorilla glue. Clamp and let dry.

Check out concrete tube forms. They come in lengths, made of cardboard, and up to a few feet in diameter.

You don't need a chisel. Hitting it with a sledge will crack and break it up. I've done this on small slabs. It's hard work.
