As a poor artist sometimes you have to make due with what you have. Like this made from cardboard and tape, the logo was printed out and glues on.

The base was a small plastic Easter jelly bean shaped container, it was rounded on top and had a flat cover on the bottom. I added small strips of styrene sheet for detail. The eye stalks were made from fine wire wrapped over a larger wire. A small piece of tape held in the eyes that are small silicon desiccant beads (the kind you find in packages that say DO NOT EAT). Here's another made the same but in yellow.

If you plan on using it a lot make sure the head is very comfortable and padded. I've had to use a cane for a while myself and I used the leather from an old glove over some dense foam padding on a copper pipe T.

A waterwheel would be your best bet, hook that to a car alternator then to your battery bank. The alternator has a built in voltage regulator so it won't overcharge the batteries. Buy yourself some household lights fixtures and get some 12 camper bulbs.
