600 yen will easily get you a bowl of udon by itself if you walk around.

japan is really only expensive to eat if you don't know what you're doing, insist on going to touristy places, or eating at your hotel.

not my picture, but this is a picture of the ticket menu at matsuya. you can see the prices under. i used to work right near one and when i didn't have a bento, i'd go and get the curry + salad + miso set for like 480

You can find lunch deals for around 600 yen at regular restaurants. If you're on a budget and need cheaper you can get a good meal at Matsuya (the blue and orange dot ticket restaurant) or Sukiya or Yoshinoya or Hotto Motto or something which is all like Japanese fast food.

if you're looking for a good quality meal probably going to start around 800 yen for udon/soba tempura set, and going up to around 1300

you can find quality sushi joints that serve single pieces for around 90 yen, or kaiten (conveyor belt) sushi that sells two pieces for 105 yen a plate. the quality of kaiten in tokyo though is pretty shit.
