Beef can be eaten medium rare as a steak, right? That's because bacteria largely lives on the surface of the meat, since it can't easily get into the middle of the muscle.
Normally if you grind meat you will mix this surface bacteria up, and furthermore increase the surface area, leading to lots and lots of bacteria in the middle of your burger.
However, if you cube and blanch/sear your meat before grinding, and assuming you form patties and cook them quickly you can enjoy a (relatively) safe burger cooked to medium rare.
