Because of consistency. Different ovens heat up at different rates, thus it would be impossible to write recipes given you don't know how quickly the cook's oven heats. However if you pre-heat the oven then there is a known starting point.

Also, many foods you want to actively brown, not just cook. If you put food into a warm-but-not-hot oven it will sort of steam cook rather than get that nice browning that you want.

Mine is legitimately broken I think, it's old as fuck but heats up in about 2 minutes to an acceptable temperature to start throwing stuff in.
