White chocolate doesn't actually have cocoa powder in it though. It only uses cocoa butter and has sugar and milk in it to make it taste like something. Why is it chocolate if it doesn't have the ingredient that gives the chocolatey flavor? A derivative would be using different proportions or adding other flavors to the core ingredients of chocolate.

White chocolate is just sweetened cocoa butter(or the flavorless fat of the cocoa bean).

It is essentially vegetable fat with little to no flavor, I guess you cannot technically say it has 100% no flavor. I thought it was common knowledge that chocolate gets flavor from cocoa powder and gets texture/consistency from cocoa butter.
