Depends on the wording. Does it say "best by" or something similar, "sell by" or something similar, or "use by" or something similar on the packaging? They're three different things.

"Best by" and its analogues mean only that the manufacturer guarantees the flavour and potency of the packaged product up to that date.

"Sell by" and its analogues mean that the manufacturer instructs the grocery store to destroy the product if not purchased by that date.

"Use by" and its analogues are the only ones you should care about. These are governmental dates of estimated expiration beyond which the product may be unsafe to use.

Using common sense (by testing a small amount of the product, for example) before wholesale use/consumption is recommended even for products that have yet to reach any of the above dates. Produce, for example, seldom carries any of those dates, right? So we use common sense to distinguish when the stuff is still good or not.

This three sorts of dates system holds true in most countries with goverments that utilise food inspection services.
