In the late 90s when I was young I remember getting this packet of something where you'd mix it with your favorite drink and it would change the color and texture of it after you let it sit in the fridge for a few hours. But for the life of me I can't remember what it was called. I know it was for kids and had a picture of a mad scientist (perhaps a cartoon version of one) on it. Anyone know what I'm talking about?

Why would that stop you? It's just bubble gum that's been granulated.

Get gum. Freeze it so it gets brittle. Pulverize in a good blender or coffee grinder. The key is to keep it cold so it blends into a powder. This may require putting some dry ice in with the gum while you blend it. (You can buy that at a supermarket or welding supply store, so it's not exactly hard to find)

I doubt that, unless you are living somewhere truly out in the middle of nowhere. It is a very common industrial item even it if seems unusual to the average person. If there is any sort of industry where you live then I guarantee it is available, it's just a matter of knowing where to get it from. Liquid nitrogen works too, and that's also very common (and cheap), but it is more difficult to transport since it is much less practical to transport.

Sorry if that last statement wasn't clear enough. Here's how it works: companies like the links provided make the dry ice and sell it. You can buy it straight from them but you can also buy it from their distributors. So, for example: You pick up your telephone and you call one of them. You say: "I'm located X and I want to buy a little dry ice, can you help me" they will tell you which shops near you will have it. Those places will sell it by weight. You could buy half a kilo or you could buy a hundred kilos, it's up to you.
