looks like you start with a worsted weight yarn and maybe... size 5-7 double pointed needles... cast on, ever increasing to get the cone shape, regularly pearling as needed to make texture in the "cone"... or you could start with a basic ice cream base, flavor as intended, chill completely and dump it into an ice cream turner.
