It depends on what you're baking. Is it cookies? bread? quickbread? cake? pastries?

also, preheating the oven doesnt matter unless you're timing it based of the time from a recipe. If I'm making bread I'll usually put the bread in the oven and THEN turn it on, it gives it a chance to rise a little bit more before it starts cooking.

I'm generally ok at baking, but I can't make brownies to save my life. Seriously, even when I make them from a box they're never moist or chewy enough. What am I doing wrong?

maybe overmixing. just mix until it's combined unless the recipe says otherwise. and like anon said buy an oven thermometer, mine was 25 degrees cooler in the front.
