Not common, but they exist in Arizona as well. Mostly it's the machines installed at store fronts. I own some, a couple of which are inside water stores. the filtration is much better than most in-home installations, and tastes better at the least, have extra measures like good UV sanitizers in all mine, and adjusting pH, adding minerals back in some machines. A good water machine that is maintained well is better than the vast majority of bottled water.

California has massive farms that are irrigated from over stressed aquifers. Not all farms are like this, but there's enough that they can't tolerate droughts while also sustaining ever increasing demand for profit. They will tell people to not flush their toilets before they cut agriculture or manufacturing demands. Nevada is bad yes, that doesn't make California's situation any better.

There's nothing specific to California about that. California also produces more of the countries food than any other state, largely due to its climate. It may not get a lot of rain, but it's not a desert.

>if you need a lot of it for a cooler like you said it's inefficient
You've literally never gone outside in your life, have you? Making enough ice to fill up an average cooler using ice cube trays is absurd. And most people have ice cube makers built into their fridge, but those still only produce enough ice at one time to fill a really small cooler. Nobody is running out of ice for normal, everyday use, but if you're going out for the day or putting on some kind of event buying big bags of ice for cheap makes sense - that's basically what it's there for.
