Why is rare chicken and pork not considered safe but rare beef is? I get why ground meat isn't, but not those two. Are cows just tested for bacteria more thoroughly than chickens or pigs?

Cows are pure herbivores that eat grass and grain and their poop is basically just compressed plant matter.
Chickens and Pigs are omnivores that live in their rancid shit and oftentimes end up eating it.

bacteria that would be harmful on cuts of steak (not ground) do not penetrate the surface and are killed after searing the outside, which isn't true for pork or chicken, has to do with biological factors of the muscle tissue. pork is also prone to have parasites. while you might be fine eating a medium-rare burger, that's only 100% safe if whole cut has been briefly seared and trimmed before grinding. i believe the same process is the reason you can easily get raw beef dishes like tartare.
