Here's how I assume it works. They try to make a batch of some other kind of beer that's actually good. But they're all fuckups so they ruin it. To cover up the taste they dump a bunch of hops in and call it an IPA. Thus they're everywhere because they're essentially the "chef's special" of the beer industry.

For me the only point of the IPA is high ABV. I will browse the store (west coast) for them and will buy the gayest looking cans if it's over 8% ABV. So far i found a good 11% one that only one store sells.
If they max out at 8% at the store then I stick with tall cans of good old malt/high gravity, which taste the same anyway.

My understanding is that session IPAs are really only a thing because IPAs are usually relatively strong. The one you posted clocks in at 4.7% ABV per the manufacturer, which is just a normal beer. It's American craft wankers overcompensating. In the late 90s/early 00s American beer was all weak pisswater, so they had to prove that their new stuff was REAL BEER so they picked the most hoppy, bitter style and made nothing else (aside from gay desert stouts). So every single beer had to be an IPA for them: Strong beer? IPA. Session beer? IPA. Lager? IPA. Golden Ale? IPA. Sour? IPA.

Traditionally in English beer styles, you have IPA that's highly hopped and a bit sharper but still balanced, more popular in Summer. But you also have normal pale ales that are mellower and are true session beers. Bitter can also be a session beer, but it's a very broad style, more determined by colour (dark amber to brown) and not being sweet unlike brown ales.
