It's every piece of scrap meat and a bit of bone, muscle, ear and marrow, maybe some eye here and there. You can ONLY eat it medium or raw if it explicitly states to be tartar.

well done because i cannot confirm the environment nor the age of the meat used to produce the mince meat. if it's a steak i know that bacteria cannot penetrate the exterior, if it's mince the exterior of the cut is incorporated into the centre where it wont be fully cooked therefore i will only trust a burger cooked to well done unless it can be unequivocally proven that the burger has been produced on the day of manufacture using fresh meat.
