I would say it is, actually. If society can't provide reasonably affordable food, necessary to sustain life, or at least provide the means (land) for individuals to provide their own food, than society has broken a social contract and at that point there is no reason for anyone to follow the rules. Affordable? People will just start openly taking what they want.
