Plan out your meals and snacks, create a grocery list and stick to it. Don't fall back in the habit of just grabbing things that catch your eye, or you'll end up spending extra.

Buy in bulk when you can. 2lbs of rice is $1.50. 20lbs of rice is $9. That's a significant savings just by purchasing the larger bag. Invest in some glass jars and containers for storing the stuff.

Walmart is very cheap and their Great Value brand is generally better than your typical budget brands.

Fruit and Meat are basically the only things worth shopping around for. Go on the internet and look at the weekly ads for 3 or 4 of the grocery stores in your area. If meat is on sale, buy as much as you can freeze or use. If you go somewhere other than Walmart for a sale, scope out the other items on your list just to see if they're cheaper where you're at.

Eat more chicken. Try to only buy beef, pork, fish and sausages when they're on sale. Chicken is anywhere from $1 to $3 per pound. Ground beef is almost always over $5 per pound. Having chicken 3 or 4 days a week is a simple way to save. Eating beans, lentils, soups and stews where you can use a couple strips of bacon, a couple chicken drum sticks, or a few ounces of beef will save money, too. Buy beef and chicken bouillon and some of that Goya ham extract for flavoring, and you can use even less meat without sacrificing flavor.

Lastly, learn to cook. Hamburger helper costs $3 a box for $0.25 worth of noodles and seasoning. Learn basic techniques like searing, braising, and baking. Learn a few simple pan sauces and gravies.

Butter, olive oil, onion and garlic makes everything better. Carrots, celery and green peppers, too. Add in potatoes and some green vegetable like spinach or broccoli and you're set.

Biggest factor that keeps retards poor is not being able to correctly view costs. With food it's all about the cost per serving, not the initial upfront cost. It doesn't hurt to spend $10 at a restaurant, but it's painful to spend $80 at grocery store... even though you're going to get much more than 8 meals out of that $80 and end up saving a ton of money.

Also, sometimes being too cheap fucks you.. you could spend $150 on work boots that would last you a year, or buy the $50 that need to be replaced every 3 months. You save $50 a year by buying the more expensive boots.
