It is stated that, in spite of earlier warnings, this practice had continued to the peril of the lives and health of His Majesty’s subjects.’

It's difficult unless you make it yourself. Most brewmaking stores have some common herbs that you can use, like yarrow, mugwort, juniper, big myrtle, orange peel, etc. But even finding real recipes online takes some time, there's some books on Amazon about making gruits.
