It's easier to be consistent with the amount you place on a burger. Whole leaves can vary in size, but if they're shredded you can get a fairly consistent amount since you're basically using fractions of leaves.
It's also easier to place in the burger. The brainlets working there can just plop in a handful instead of folding the leaves to size.
