If youre talking about kittens specifically, a lot of people just associate babies with milk and you shouldnt give orphaned kittens milk in place of actual kitten formula. I forget which country but I read recently the people of one Central Asian country drink a lot of milk, but are still lactose intolerant. They simply don't digest the lactose, but they don't have any symptoms from it either. So they still benefit from consuming the fat and protein and everything else milk has. Perhaps Mongolians are similar. Mongolians also drink a lot of fermented dairy I think which contains bacteria that helps break down the lactose during digestion.

It also depends on how much you drink at one time. A lactose intolerant people will probably feel bad if they drink a quart of milk all at once, but if they drink a smaller amount throughout the day they might be able to get away without having any negative symptoms.
