Most folks on food stamps in the US have a job. But low skilled jobs are payed poverty wages in the US. Federal minimum wage of $7.25/hr by itself won't cover the cost of nutrition, housing, utilities, transportation, education, other basic amenities for a family of 4, even with 2 full-time earners. Hell, even a full time $10/hr salary won't be able to afford housing in pretty much any major Metropolitan area in the US, even if the entire salary went exclusively into housing for the family. And that's assuming the family's finances are otherwise in perfect order.

It probably wouldn't change anything while increasing bureaucracy and costs. Lots of people just sell their cards for cash anyway, or else they use WIC on what they can, then spend cash on the other stuff they want. It's not the only source of income for nearly anyone.

Really, letting them just use it on whatever is probably better. Just give them cash and let them scrimp on chips and use it on video games or something is probably healthier long run, as well as lowering bureaucracy.

What I would like to see is a store like walmart have an app that would have a calendar function. The goal of the app would be to allow you to enter a budget and it would spit out recipes you could make from scratch based on that budget.

With the calendar function you could choose what meals you would like to make for the week. Most people don't know how to cook. It would be cool if Walmart could have cooking classes for instance.
