That's presumably for overweight rather than obese. But the basic idea holds. The world has very, very recently escaped starvation as a very real and constant threat. Culture is still adjusting to having excess calories in a way that we've only had for about 3 generations.

Mcdonalds is everywhere and uk has its own much smaller obeseity crisis, just in poorfag areas and scotland.
Having lower portion sizes doesnt stop people from eating tons of junkfood and our binge drink culture and lack of good cooking adds a lot of fat.
