Cleaned out my mother’s freezer and she somehow froze and forgot about a wagyu sirloin even though the extent of her cooking is poached chicken breast.

What do I do with this? I don’t have a grill, only stainless steel and cast iron and an electric stove in a shitty apartment. I’m not the most experienced with steaks as a result, is it worth it for me to cook this and/or any pointers to not fuck it up?

A cast iron is fine for cooking steak. Just get it really hot and get a nice crust on your steak. Though this is a top sirloin and that can be chewy and stuff, not sure if it being wagyu would help or not.

Also, it is labeled "Kobe (Wagyu)" which is suspect. Kobe comes from a specific variation of Japanese Black cattle, and while those are one of the breeds Wagyu comes from almost no butcher who knows anything is going to describe Kobe as Wagyu. That would be like reminding an Italian chef that San Marzanos are tomatoes.

Nowhere in the world can actual Kobe beer be bought for $15/lb not even in Hyogo where they don't have to fly the stuff across the ocean. Most likely this is from some Wagyu breed raised alongside shitcattle in the US, fed the same junk, and slaughtered in the same place.
