Mostly what it is, is that the bun is made of a highly-processed dough with a lot of sugar (seriously, taste a McDick's bun on its own. It could be a cake from another restaurant) and all the other organic materials are thin enough to dehydrate completely in the open air, leaving bacteria no habitable space to grow.

McDonald's beef is usually cooked until it's pretty dry. Then with all the salt and vinegar in everything else surrounding it, it's probably partially cured.
