In the same vein, in France we have "relais routiers" which target mainly (but not only) truckers.
They have large portions (often including a starter buffet) of rural food and must be relatively cheap.

Really depends on the individual diner, but yeah pretty much. All diners have an expectation to be able to do a decent eggs with some common sides and toast, an ok burger and sandwiches and stuff. A lot will do seasonal and regional things like you say. Some diners close to the water will do lobster rolls for example, the ones closer down south west will have more items with in season peppers, etc.

Most diners don't have 7-10 pages of menu, because that's an awful way to run a diner and a lot of them are already running on a skeleton staff. In hungary, we have "csárda" (maybe known as charda? , thats where czardas-dance and music is originated).

Its the same concept, as in the US, only it was prominent in the 1700-1800's, when people used carts and wagons. Diners inbetween bigger cities, usually medium quality and priced food, maybe live music, alcohol.
So they try to cach that old timey vibes. (as all american diners try to cach the 50's-60's rockabilly vibe, i guess.)
