what's a good bulk food source that doesn't require a restaurant license? I was considering buying some spices from webstaurantstore.com but shipping cost pretty much doubles the price

If ordering online, try to search a coupon code on one of those sites that do that, or else do a minimum order. No one pays for shipping anymore. Buy some toilet paper or napkins, something you might need to get that order up there.

Why do you need spices in bulk, without bulk cooking? They don't age well. Go to the Badia section at your ordinary grocery, can't beat those prices and consider just buying what you need, or hit up the literal Dollar store or Ollies or Big Lots.
