Not him but it can see it making sense. If you put the pasta in the water before it boils, it will spend in the pot for a longer time and the pasta will soften slowly while still in contact.

If you throw the pasta in the boiling water it will cook quicker and there won't be as much chance for the starches to glue the elements together.
