You might be surprised.
The majority of members do not regularly eat in the food court, but do shop often enough that their savings over standard retail far outweigh the membership fee. The fee doesn’t subsidize the food court; the sales do. Paying a fee to shop somewhere encourages people to shop more often and buy more, so the sales volume is where the profit lies to absorb a cheap food court.
Also, the food court is open to non-members.
This is the case with both Costco and Sam’s.
Costco especially can’t count on membership fees from people who barely shop there, as they have a policy of refunding it to anyone who asks. You can buy a year membership, shop there every day, and on day364 say you aren’t satisfied with your experience, and get a full refund.

If you believe the press, they actually had to dump Hebrew National as a supplier because it was too expensive. Costco now grows its own hot dogs in Los Angeles, which allows the price to be so low.
