these particular donuts look like they're from a chain of donut shops called Krispy Kreme. they're popular, but not the typical Amercan donut.
These donuts from Krispy Kreme are made from unsweetened dough, and then they are covered lightly in a sugary glaze, and then the frosting is added. i'm not sure if that's more or less sugar per donut than most american donuts.

but yeah most donuts are made basically the same as any other dessert dough like cake, cookies, etc, which is with sugar in the dough itself.
