It's called a butter bell and yes it works. I would use it with a butter worth keeping like Kerrygold or a soft churned butter from market it really saves those flavors.
The greatest bonus from it is being able to get soft workable butter without having to soften it.

That means that you're not packing it tightly enough into the bell. When filled properly the butter will not fall out. Another possibility is that the water or possibly the butter is too warm and needs to be a little cooler or your house is to hot.

If you want moldy butter (even if you change the water)? yes.

otherwise just keep your butter in a covered dish on the counter. it's shelf stable won't go rancid for a couple off weeks (though why you would not use a stick of butter in less than a couple of days I don't know).
