It is an illegal restaurant, but the standards tend to be much higher than your typical legally ran restaurant in LM. It's effectively a restaurant with low overhead ran inside your dinning/living room. They're pretty popular in LM.

we lived in front of a university that was kinda far from the center so we started selling empanadas, tacos, etc from our kitchen to the students, then we put some tables in our backyard and and started making different types of food like arroz con pollo, maccaroni, fried fish, carne en salsa, etc. we did that for years.
